I think I would even b/fold the flop. He seems quite passive and you don't really beat much. I'd put him on Ax or stuff like KQ with a draw most often.

When you decide to call the flop, you have to call down on these cards because every draw is busted.

He seems passive but you don't have a valid read yet since you just have 38 hands on him so i like calling down for the first time, hoping to catch a flushraw or a gutshot or something. It's close. Many opponents just don't do bluffing on those kind of boards with 2 broadway cards, especially with Ax so you can just hope for catching a flushdraw but a hand like K♦9♦ runs about 50/50 against your hand on the Flop and against the majority of his hands like Qx Ax you are drawing to just 2 outs so i don't mind folding either. It's ok, regarding the fact he's unknown and you gain information about the way he plays. and you can use this information beneficially for further hands.
