Very problematic hand.

Well flop does not change anything. If you know that he will go all in with worse hand than your is why dont you go all in preflop??

Hi,

you can raise flop smaller to 9$, but I would also not fold JJ against aggressive opponent that board, so raise/calling is fine that spot.
If he has there 9x, TT or draw I doubt he is going to fold to your flop raise.
