Why my Visa eon card was Declined by neteller?

There are far too many possible reasons that a card might be rejected.
It would be irresponsible of anyone to give you advice without a very detailed knowledge of the problem.

I suggest working with Neteller's tech support to see if you find a solution.

Maybe you wish to check for some more information here at the Everything you need to know about Credit and Debit Card deposits or Credit and debit card availability where it says that If you live in one of the following regions, you can use a VISA credit or debit card or a VISA electron card to fund your NETELLER account.

Please see if this is helpful if not, I will try to find out for more details, because every day there are new options of deposit so we'll check about Visa EON.
