I think turn is a rather close call, but since he makes a small bet I think it's ok. His line looks more like block betting with draws than value betting with two pair or a set to me - he should surely bet that bigger... If we take this into consideration, I think it's actually possible for you to get raised by a worse flush on the river since he's so short... a crying call might be an option here. I think c/c on the river is good too though in case that he's an agressive player.

You're definitely priced in to calling the turn bet with your nut flush draw, gutshot straight draw and top pair.

Bet/folding the river is definitely a good option. People generally don't like raising without a full house on boards like this and I don't think he would be capable of realising your line. You could also consider check/calling this river so that villain might bet with a busted straight draw/heart flush draw hand that he would otherwise fold on the river to your donk bet.
