Check out Status and Points System. That should explain everything well enough.
As SirTradeAlot said, you need to earn 1 StrategyPoint from an affiliated room.
To earn Strategy Points, you need to sign up with that room through PokerStrategy.com.
The best way to do that is take advantage of one of the free money offers.

Regrettably, I can't recommend any US Sites, because I don't know of any for certain -- all I could offer would be guesses.
I understand that there are differences between states, as well.
I don't have a link that lists ONLY what is available to silver status.
However, on the video page you'll notice that you can select the status level you wish to search. Select Silver only, leave everything else blank, and you will see all the silver videos.
For strategy articles, go to the section you wish to view, and there is an icon by each article that tells you the minimum status required.
Coaching sessions are also tagged with a status icon.
