To me, the flop looks like a raise-or-fold spot. Since the BB is so short on chips, if you continue with the hand after he bets, you're basically deciding that you're going to play for all his chips. If you decide your 66 is good enough to play, you should want to raise to get the MP player out of the hand to improve your chances of winning the pot.

However, in this case, the stats of the BB suggest that he's a passive player and, since he's loose and playing from the big blind, he does have lots of 7x and 9x in his range, and so a fold is probably your best move. There's also no guarentee that you're ahead of the MP player or that a raise will knock him out of the hand even if you are ahead of him at the moment.
