Preflop: this can be a 3-bet (small one) vs a min raise especially considering he is likely fishy.

Postflop: Why are you min raising him there on the flop rather than choosing a proper bet size?

Given the bet sizes used by you it's hard for us to put him on a range due to the potential of inducing.

If you look at the action though of cbet small / 3bet small and ck/raise turn this is generally just nutty hands
