On the river you have a flaw in your thinking process.

Here is a simple river model:

Opponent has 3 kind of hands: Better, worse made hand and air (missed draws). If you options are either bet-fold or check-call, here is when you get value ($), when you don't (0) and when you lose (L).

You can see that when he has a better hand (straight) it doesn't matter if you bet or check-call: you will lose one bet anyway. So we are not interested how often he has that.
Against worse made hands (worse 2 pairs, AK and AA) we get value only if we bet, and miss value when we check. So betting is superior agains that part of his range.
Against air betting just makes him fold, so the only way to get value is to check and bluff catch him.

So the reason "to bet so he can't bet his air" is flawed. If you think he is betting is air often, then why would you bet and prevent him from giving you his money?

The question on the river is does he have more worse made hands or air in his range.

Alright, I understand.
Maybe will be better if I have the information that villain is loose or tight, because a tight player will not have a 63xx or A3xx type of hand defending on the blinds very often.

In this hand I think a check/call river is better option.
