It is too wide to shove at this spot, for bluff minraising the hand is too good, do we limp/fold?

I’m no fan of raise/folding with a 11bb stack, because they can shove pretty wide as well with ICM in mind. If you will shove you will set the pressure on them, but I expect most players on the 50c limit will call to wide. So I would still fold here

If I'm shoving here I believe K9o will be the bottom of my shoving range. K9o+ K8s+ QJo+ QTs+ Axs A5o A8o+ 22+ (I believe shoving these hands is profitable, but sometimes folding the bottom is not bad also). This range may change deppending on the opponents stats / styles, since they will have different calling ranges.
As SDK1987 said, calling ranges should be a bit wider against weak players, wich makes the fold EV a bit bigger sometimes.

I'll be shoving here, but I expect to be underdog most of the time if anyone calls.

With 11 BB, raise/folding seems too expensive.
