Even if we include 99 in his range we are 76/24 ahead of his Ax Tx, overpairs, lower pairs, random overcards and lower pairs range. So I prefer shoving to folding here.

His lead is indeed weird and the SB looks like a fish. So It’s even possible that he’s bluffing here and you play still pretty deep. I would most likely call and her-evaluate the turn to keep his range as wide as possible.

Could be, but even I don’t think he would have an over pair very often and that’s the same for 99 or TT. So I expect he will fold also a lot if you shove. Even with his pot size bet.

Ok, then we also loose value of his bluffs on later streets where a scare card comes in 29% of times and hits him in approximately 29% (A/K/Q/T)= 8.41%

I agree with SDK1987 and would just call OTF to keep his wide range. His line is very fishy and I don't se him doing this with a 9 in his hand often enough to make us fold.
