Blinds are 1k & 2k 3 players call SB completes, BB has 1k left and goes all in pre flop.
1. All player can only call the 1k to remain in.
2. Because the 1k was not a legal raise, other players must call a minimum of 2k to remain in.
3. UTG re-raises to 4k which is a double the blind bet, this reopens action.

It happened last night a pub tournament, there was differing opinions on the correct course of play.
What is the correct rule for continuation of play when a player is all in from a blind position when they have less than a legal bet
Pretty sure the rule is number 1. At online pokersites you cannot raise after a player (who close the action) have shoved with a stack less than a min. raise/reraise.

Normally the minimum raise is the amount that was bet or raised previously, and that opens a new betting round.
There are no absolutely correct rules for poker as different places have different rules. I have played in games where at least 50% raise (when someone is allin, otherwise she couldn't do it) opens a new betting round and I have played in games (pretty much also all online games) where the raise has to be 100% to open a new betting round.
In most places ruling #1 is correct. In some places house rule might be to go with #3. I have never heard about #2 happening.
