Nfd+oesd 4-way, call or gii?

Do the merits of getting it in and potentially sometimes folding out 33/JT or getting it in vs occasional weaker draws outweigh the benefits of calling and getting away on pairing cards and sometimes getting folds on A/9?

I don't think the is ever raise-folding there. If you are sure that he has a set, call and get it in on the turn if you have the equity. On the turn you have SPR 1 so you can't fold unless the board pairs.

If you think he is raising with more, then get it in. As you block A- and K-high flush draws, I don't think his raise-range there has combo draws (and raising just a wrap isn't that likely). His range is sets and some JTxx with a draw.

I would call and ship/fold the turn.
