Lol, why do you want to put him under pressure?
You think you can get 9x to call? Fold??? Maybe his draws. Maybe you think his draws will fold? You want them to call so that the pots bigger on the river??? It makes no sense. Maybe you just like pressure? Perhaps you’re one of those guys who’s into big girls?? I respect that.
This is not clear value because, well, we have second pair on a drawee board. When is that ever clear value lol!? If we had 9x it would definitely not be clear value.
In this example the only thing we really take value from is the villains draws. If we take this value on the turn we’re just building a pot for when he hits. He ain’t folding. We bet, he calls with his draw, owns us if he hits and he’ll likely bluff us if he misses. GRRREAT!! All roads lead to a smoking pile of shiite.
Alternatively, we check. We look like we could have absolutely nothing. Then on the river we get a bet from all his draws: If he hits his draw we can often avoid it with a very cheap fold. If he misses we can call for easy value.
Between these two options it’s a no brainer.
If we bet the turn, the best case scenario is that he jams over the top with his draws, but that’s not particularly good for us. He could still have the odd weak Ax which will make this a bad call for us.
If the villain raises us on any street we’re in trouble. The flop is the only street we’d be happy to call but even then it’s still close to BE.
