Hi onetimebigtime,
I can't say it is the best, but I use Feral Cow Poker (no, I didn't just make that up )

I like it because it does almost all games including draw and stud games.
I does not do bounty tournaments at all, and I can't say how it handles newer variants.
If bounty tournaments are your thing I can tell you how to fix the hand history so Feral Cow can handle it.

I'm sure others have some suggestions
