For NL2 it is a small blind.

I would say yes, but it's indeed weird to have a 1c ante with blinds of 1c and 2c. Pots are pretty high from the start. Especially on full ring the pot is already 12c without any action. You need to raise most likely a little bit more pre-flop like 4 or 5bb if you are first in. I expect there are still enough bad players to make NL2-NL10 easy to beat. So long you keep it simple and go for (thin) value.

Unless the other players are playing correctly, you have pot odds to call (or raise first-in) with a much wider range pre-flop.
