Honestly not sure about defending here, but if it's a mistake, it's probably not a huge one. Villain from what I have seen is passive, limps & calls a lot preflop.

I think the default play as oop is to x-r QK+ (kicker). Here I have 
kicker, but I think the more dynamic the board is the lower the value threshold is, is that right?. So here for example the board is hyper dynamic and therefore I can x-r for value threshold is lower than usual. X-r with is very thin though. I don't expect to face a 3bet a lot here. Anyway I x-r 100% size.

I don't think I can bet here for value anymore. So I check. UTG bets 40%, BB? I do block some fd+sd hands with the T♥:8♦:. I feel like he is value heavy here with small bet. I think he his value is mainly FH 99,44,q6.
I could also shove, but given the SPR (1 after the bet) I question if he has bet folds. What do you guys think? the turn raise is too thin right?
Definitely would fold pre if connectivity or suit was worse. When villain has considerable limping range though his raise range is potentially very tight which is not great for this hand imo. So I would not mind folding pre.
Flop would x-c and turn probe bet for 3/4 pot. When we x-r pot we get into kind of gray area where its questionable if we beat his continue range anymore. Sure board is super drawy but does he actually continue with that many of those to this heavy action?
River is likely too often for value even though price is great. We could potentially go for small block bet but it does get thin. Villain range is more weighted toward those 44, Q6 value combos. I think 99 is generally betting. Q9 can also sometimes slowplay especially if blocking draws theory wise.
I thought about probe betting. Problem with probe betting is he has so many continues and there are so many difficult rivers and I lack visibility. So I wanted to x-r to hopefully end the hand and/or get thin value. Are we allowed to block bet after x-r potting turn? Is that a thing? I would imagine we either bet 100% or check.
I would definitely bet turn. There are nasty rivers for you, but they are also nasty for opponent. On paired board even if you check river on flushing or straightening card you can still have it. So opponent can't just blindly bluff any river. And your reads are that he is a bit passive, wouldn't expect a lot of bluffs from him. Very often if he calls you the river goes checked and you made +EV bet on the turn.
