Hand converted with online PokerStrategy.com hand converter:

Play hand

$0.5/$1 Fixed-Limit Hold'em (4 handed)

Preflop: Hero is CO with A:c, T:s.
Hero raises, BU folds, SB 3-Bets, BB folds, Hero calls.

Flop: (7 SB) 8:c, T:h, 6:c (2 players)
SB bets, Hero calls.

Turn: (4.5 BB) Q:d (2 players)
SB bets, Hero calls.

River: (6.5 BB) 9:c (2 players)
SB bets, Hero calls.

Final Pot: 8.5 BB.

Raise turn? I think it's better to call him down, he might fold worse hands.

That's a lot equity and I don't think that he will 3-bet any better hand so you don't need 66% equity here.
As it's pretty drawheavy as well I think he will call enough worse hands down to make a raise profitable.
