Is a flat call ever good here? Now I feel like AQs is too strong to just call and I should be shoving due to CO's short stack. Suggestions?

my line here would be to 3bet shove pre-flop. we have <20bb so we are at a perfect stack size to shove over an initial raiser with our strong hands and pick up a nice pot. it is unfortunate that he just min-raised, because this move works a lot better when they raise 2.5x+, because of the larger pot it creates.

AQs is a strong hand and well ahead of his open raising range from the CO.

as played: you have the nut flush draw + 2 overcards. you basically have the nuts on that flop! ship ship ship!!! the only hands that you are in semi-bad shape against are flopped sets or straights and you still have 30% redraw to the nuts!
