There is a meme in poker that the smaller stakes players do not respect your raises, so it's easier to play midstakes. This is a fallacy but it is true that bluffing is hard at the small stakes.

It is not because players overvalue their hands, it is because so many hands that should be in their thin value range become checks because they cannot pull the trigger for fear of being reraised. As such the average micro stakes checking range is unbalanced.
