You are asking for information that we cannot even discuss adequately within one hour of private coaching. There is just sooo much to say. Short answer: Book a few hours private coaching with somebody you wanna get coached by (obv Im the best, but Im not cheap ... you know that already probably

Do you think it should be possible for anyone to answer your general question? If that was easily possible, this game wouldn't be as profitable as it is .. there is just a bit more to it.
You actually asked 2 questions: In a 6handed game, every single position is unique. So you can't just write UTG/MP. Those are 2 different worlds even though your stats might just show a small difference ... but a significant one!
If you dont get 3bet much, you can open more crappy KKxx, QQxx, JJxx combos. Especially when players behind you have less than 70bb. The fact of villains stack size (the one you described as loose-passive) is even more important than his or your stack size in that spot. Even if you chose a static range of positions (e.g. you always MP, fish always CO with 48/24 WTS 36 to make it easier for you to deduct general ranges you should play) the kind of other players in positions + their stack size is way to critical as well, so we cannot only focus on this one player to determine our range.
What we can do though, is talk about concepts, ideas, scenarios .... once you thought as many of those through, you will get a very good feeling for ranges.
Ofc not a satisfying answer .. but I wouldnt even consider it an answer in the first place. Your question is so huge, it would take me at least 10 paperbook pages to only try to touch the most important things I would like to share with you.
Cliffs:
- vs ppl who are short and dont fold pre, open crappy high pairs and get them in on early streets
- vs ppl who 3b a lot dont open reggy big pairs from MP/UTG
- dont ever listen to cliffs when you wanna make serious money playing poker
