When you play against players in a certain location Eg. Valentine, are the players you're playing against also playing in that location or just any poker table in-game?

I had no clue until I got to the "in-game" part of your question.
From that I figured out that you're talking about the in-game poker in Red Dead Redemption 2
I couldn't find an answer right away.
