General rule: Always bet out in heads-up unraised pots.

On this board it's very easy bet for you, the board is dry, you have gutshot + bdfd. But you should generally always bet with any two on any board.

Bet is fine. he has missed that board very often and you should bet the turn as well as he could call with something like QJ J9 on the flop and if he doesn't have the T, you have additional outs on 7 and 9. according to your outs, you don't need that much foldequity. it makes the bluff worthwhile.
