I prefer call after his check-min raise and see what comes, happened on turn. People here can Play that set of fours, flush draws, Jx (but top pair more time min raise on position they Play).

If I would 3bet the flop 2,5x is big enough in position.

Without reads I would most likely call in position and re-evaluate the turn.
A set is possible for sure.

where do we go from here?
If you're behind you have two outs — maybe only one. Oh yeah, and a backdoor broadway, but again, you don't want to see the clubs.
I created a range where SB could flat-call UTG pre-flop. I modified it so SB has two clubs with the suited part of the range, and added in 44.
I think AA and KK in SB's hand would 3Bet pre.
Without KK+
Board: J♣T♠4♣
       Equity     Win     Tie
MP2    65.13%  64.96%   0.17% { AdAh }
SB     34.87%  34.71%   0.17% { QQ-TT, 77, 44, AcKc, AcQc, KcQc, AcJc, AcTc, JcTc, Tc9c, AQo+, KQo }

Including KK+
Board: J♣T♠4♣
       Equity     Win     Tie
MP2    67.22%  66.23%   0.98% { AdAh }
SB     32.78%  31.80%   0.98% { TT+, 77, 44, AcKc, AcQc, KcQc, AcJc, AcTc, JcTc, Tc9c, AQo+, KQo }

I'm surprised that you still have that much equity, but it certainly warrants a call.

Experts: Is that enough equity to shove the flop?

His min raise indicates weak, recreational player witch means that his range could varies a lot. Most of the time he will have a little something so you should call and see what falls on the turn. You hope he overplays some Jx hand and value bet himself

Not really worried about the sets, except 444.
That would play like this and beat you: 44, JT.
That would play like this and you beat: AJ, KJ, FD, OESD? - more than enough combos to justify a call.
Also, I don't think most 5nl players are 3betting JTs BTNxSB. That would be at least >10% 3betting range from BB which I think is rare at these stakes. TT and JJ are most frequently 3betted, once you'd have to be 3betting <3-4% from SB to only call with these premiums.
According to PT a winning player at this level is 3betting ~4-8%.

What is the point of creating almost completely random ranges? And why it does matter anyway? Villain clicked back, we need less than 20% to call and its impossible to fold AA on flop. Even against JT we have 27%. Question is only if we want to raise.

Well the idea was that the range is something that SB would have that would flat vs a UTG open, then continue as played on later streets.

What range would you assign to SB that would not qualify as "completely random"?

If we talk about likely fish then in his range can be almost everything from pure bluff to nuts. You try to put him on range which makes sense in your opinion. However in reality fish is more 'mergy' there. You may see 4x/Tx/55-99 raised there for protection or even complete air. Only tough part is if we want to reraise or just call. Both options are IMHO fine as long as you disciplined enough to fold AA to 4bet.

basically after the best default lines

Why?

Why do you restrict yourself? Every player has some sort of an "individual" weakness. You want to exploit it. Anyway intresting to hear your reasoning.

better to call or shove

Shove is out of question because if you do get called most of the time you will be behind. In a spots like this you want to keep V's range wide

I am not sure I agree here. Don't you think FDs call here? Is NL5, I think hero will get, in average against pool, as much FD and TP calling as sets and 2 pairs, honestly.

Yeah we might find call out of flush draws. But without information with what type hands V takes the initiative shove it will be a risky move even on a relatively dry board with not much possibilities
