Is it possible to achieve long term positive winrates from blinds ?

That's really tough to have a positive winrate with in mind you invest money in the blinds. If you have a winrate bb/100 is better than -50 in the SB and -100 in BB it's not bad. Than you lose less than you invest in the blinds.

Exactly this.
The blinds are the hardest spots to play, since you are always out-of-position vs anyone else at the table.
Then add to that the problem that you have to enter the pot before you see what you're dealt.
I'm not going to say it is impossible, but even on the button I don't think I've ever seen a winrate of 100 bb/100, which is what you would need in the BB to have a positive win rate.
I would love to see it though!

I’ve seen players achieve b/e sb over a good sample. 100k hands or so.
Games have to be VERY soft to get positive winrate from blinds in 6max games. I have never seen anyone achieving it with significant sample size.

Poker is designed in such a way that we fight for the forced bets aka blinds. Having a positive winrate in the blinds means you play in every position for free. As you put in the money voluntary on every position outside the blinds you print money. In an eight-seated game you have six opportunities to print money. In a six-max four opportunities and so on. Till you arrive at heads-up poker where at least one player in a rake free enviroment will leave after 100k hands with a positive winrate in the blinds. So you have to add 'how bad is the rake' and 'how many seats are at the table'. But as asked - yes it's possible.
Having positive win-rates on the blinds over decent samples is close to impossible. Not even in soft games.
The reason is pretty simple: you have to pay them before you're dealt your cards. And, as you know, the vast majority of hands aren't profitable.
So what would you consider as good stats for the blind positions? -50 bb/100 on SB and -100 bb/100 on BB means you fold all hands alle the time in these postions?

Considering that the blinds are even more OOP than any other position, and you're quite often defending them against late-position raisers, and often multi-way, anything better than what you stated is good.

My SB winrate is -14 and BB -29 being a decent winner this year. For me having a solid blinds game in a soft game means you raise the limpers a lot and rarely limp the SB. Same applies to 3-betting. You do that for value, not to battle against other regs. Eg. on SB you should have a tighter 3-bet range against a reg if there's a fish on BB than you should have on BB if the fish called SB. If you 3-bet, first case you end up HU against the reg, second case you end up 3-way having position to the fish.
Also it's really important to understand stack sizes and how they affect your calling and 3-betting ranges. For example if a fish opens with smaller stack, reg calls on SB and you 3-bet on BB, the reg will have a hard time playing the hand OOP no matter how the fish responds.
Is Winrate the same at all levels? What is the winrate to level up? in NL2 what would it be?

If you stick to the basics, your winrate at NL 2 up to NL 10 will be similar.
Beyond NL 10 sticking to the basics will mean you'll see a lower winrate
Above NL 50 you will need a solid understanding of what ranges people play from what positions, and taking notes becomes more important.

The truth is that with so much bombardment of information from GGPoker, I like that option but reviewing the structure of Rake I see that it is crazy, they even charge it from the preflop, a situation that the other rooms do not have. There is also the PokerStars option to use HUD which I have been using for quite some time and finally partypoker which lately I feel is doing things right. I think all three share similar traffic.

If you have an account on one or more poker rooms, play at those rooms.
If a new room comes along -- like GGPoker, and they offer reasonably good incentives, give them a try.
With any room, you need to keep track of your own play -- how much you win and lose, how much you deposit and withdraw and so-on. I use Excel for this for rooms that don't allow HUDs -- Google Sheets or OpenOffice (both free) would also serve.
I often get paranoid delusions that rooms that don't permit trackers are doing so because they want to hide things.
Logically, I'm sure that this is not true.
Some rooms fail to report rake in their downloadable hand histories though.
For these rooms tracking the win/loss on your own is essential.
Some rooms don't allow you access to your hand histories until the next day -- again why?
So to make this long story a bit shorter, I can't really give advice.
All I can say is try the new ones as they come along, and play at the ones you like.

Quite an achievement actually -- and not just the positive WR in the SB -- all of those stats look good.
It appears that you follow the saying "3Bet of Fold" from the SB -- or at least it appears that you call fairly rarely.
How often to your 3Bets win outright?

Yes i 3bet 90% of the hands i want to play in the SB, but i also have a calling range when the BB is a good spot
Actually i have a 3bet "only" strategy from all the position, with a little calling range in the BU too depending on the blinds
