The answer is different for everyone, and depends on how much you know and understand about poker and PLO.
I would say that the best way is to start from situations that happen most frequently. The most common decision is what to open preflop, so start from RFI ranges. There is a thread about the same topic here: https://forums.pokerstrategy.com/forum/thread.php?postid=3539262#post3539262
You can find free and easy way to practise preflop there, that is a good starting point unless you want want to spend money for solver apps.
After preflop start to work on flop, then turn and river and so on. If you are very new to PLO, I think Jnandez's book is probably the most cost efficient option there is ($25)
