it's some thing with shady conditions that effectively gives you reasonable rakeback. i never got it, either - maybe i need to become a breakeven mass grinder...

My friend lives in the same country.
But I think it has to do with volume and chest level.
I see nothing shady about it.
You get 5 points for every dollar you pay in rake. And when you have 500 points you get a chest with raw cash. (I get 40 bucks a chest now I'm playing NL5. But the amount is based on your chest level. I had them of 80 bucks earlier this year when I played more)
You can complete it 3 times in a month.
i have never even got as much as an offer, despite playing over 60k hands/month a few times...

I do remember that I needed 1000 points for the 80 dollar one.
I searched the internet about it because my friend didn't get it. And there is a lot of unclearness about how you get this offer.
And most people that get it hate it, because they feel like it's impossible to complete.
But well, for me it's very doable and it's 40% rakeback which is very good.
Only thing is, if you fill up 1.5 bars instead of 1 or 2 for example, your rakeback drops a lot.
so, it is shady after all

Nah, the conditions are clear and it's up to you to stop playing after you've filled the bar.
Sure, if you can't fill one, you get no rackback at all. But even if you fill 1.5, it's still 26% rakeback. Worst case you fill 1.9 bars and still get 20%.
Not sure what other sites offer, I only play on stars. But it sounds decent to me?
yes, the conditions are clear - the shady part is why some people don't get offers.
nobody likes the feeling of getting worse conditions than others 
but i'm a recreational winner, it's not such a big deal. if i can get "fairer" treatment elsewhere, i might just move my action out of spite... even though i like pokerstars quite a lot.

Yes, you can download it and import into your HM/PT database. However there are no screen names in hand histories, so you can only check your stats and player pool tendencies.
