Yes, you could play it differently.
On a board with so many draws, and at least one strong made hand, your hand isn't the greatest.
But at NL2 I think folding a set is a bigger mistake.

3-bet pre. When you develop a condesned calling range from Co the BTN can squeeze you or play against you while having a very profitable day. Your announcing you don’t have the strongest parts of your range. As played I like the re-raise OTF, but when villain jamming overtop could be be different ranges from different villains but I have called enough times to think he probably does have QJ here.we are getting pot odds of nearly 1.5 to 1. Which is probrably soemwhere near 40% equity but we are ahead of only 99 here and we are heavily blocking KT and T9

answer to your question is simple, 4way on flop its likley someone has QJ just call the flop and see a turn.

3bet pre-flop is a decent option, but depends on the villain in this hand.

Flop play seems allright. I would raise the flop for value and protection as well with middle set. I expect this is 1 of the worst scenarios in the end. Villain can easy over play weaker hands on NL2.
