In this case, it would be something like: "On a paired board with made flushes and straights I can't see how QQ would ever be ahead here"
To justify the call: "The SPR is barely 1, and this is an ideal spot for A♥: to bluff, since the board is paired and flushes and straights are possible"

I'd safely say that bluffing frequencies are quite low in the lower limits as people tend to play ABC for the most part.
