Can't really answer your question about weighting your own ranges if you're worried about balance, it depends on what you get in that spot with in general and your overall game plan. Generally I just play exploitably at nl25 because nobody comes even close to being able to exploit you anyway.

So usually here I'm betting 2/3 on the turn for value against random oesd/gutshots/small pairs, planning on checking back the river unless I believe villain is tight enough to get scared of the overcard turn and fold.

On the river villain has a polarized range of busted draws and slowplayed sets, maybe sometimes stuff like A9. 25/16 looks ok after 34 hands tho it's a very small sample, I think he's more likely to be badly slowplaying something than to peel twice with gutshots and bluffjam the river, so I'd tend to fold the majority of the time. With some reads that he's more bluffy or likely to fastplay big hands on earlier streets, it'd become a call.
