so...Villain was 16 tabling , regular , after his minraise I put him on a medium -small PP ; I call turn , since he was a reg I thought he was 2nd barrelling and on the river I've got 2 to 1 , imo I couldn't fold here .I think that my biggest mistake was pre-flop when I should 3bet him , after his min-raise.

You can 3bet, but you may play without 3betting as well as your hand is good enough to do that.
Guys who play 16 tables may miss many options and action, but they never miss spots where to bet their good hands, so I somehow believe he just used some auto pot button on flop and that means he has hand he wants to bet and play here. You may call flop if he cbets like this usually, but I would fold turn or at least river for sure as I doubt he's bluffing river ever here and you don't beat much of his betting range (unless he does it with low pp so bravely) keeping in mind he bets close to pot.

I think you can call flop, but the turn is a fold. Although Tx is not really a big part of his range, when playing 16 tables I doubt he's doing anything else than value betting an overpair here.

I think it is fine, you can also 3-bet pf and take intiatiave, but likely then have to play for stacks
Also you can raise flop and play for stacks
Or take line and call him down
