I didn't want to raise because that would be a bluff. I just don't get with what hands he does this, and why he betted bigger on the river.

Hello Tosh5457,

For the given odds I'd also Call him down on flop & turn. Although on river doubt that we can do much. :( Obviously it could even be a bluff but while we don't know the opponent I'd rather lay it down while there are even 2 overcards.
