Hand converted with online PokerStrategy.com hand converter:

Play hand

$0.5/$1 Fixed-Limit Hold'em (5 handed)

Preflop: Hero is BB with A:d, T:s.
3 folds, SB calls, Hero raises, SB calls.

Flop: (4 SB) 4:s, 3:h, 3:c (2 players)
SB bets, Hero calls.

Turn: (3 BB) K:c (2 players)
SB bets, Hero raises, SB calls.

River: (7 BB) 9:d (2 players)
SB checks, Hero checks.

Final Pot: 7 BB.

Is raise turn/check behind river better than call turn/call river?

In small potts the value of bluff indcution is bigger than the value of protection.

Imagin your opponent has 6 outs than he will hit his out with a chance of ~25% by the River winning a pott of 5BB (7BB minus his investment) which means you loose due to the lac of protection 5BB x 0.25 = 1.25BB
If you let him continue to bluff his 6 outs you have the chance to win 2BBs which overcompensates the occasions where you lose the small pott.

Dont-stop-the-donkey we say :)
Also with the raise you let him 3-bet-bluff you off your better hand.
If you think a SB completer is not aggressiv enough to bluff than you should simply fold the turn. But there is almost no chance that a opponent would fold a better hand here (maybe AJ but I dont see him limp that pf) and also no pockets. FreeSDraises need the chance to make better hands fold to be +ev.

i think i would just call it down as well. mybe he will even check the river with a small pocket or something like that...
