I'd b/f the river. He will call you with any 9x, 77, 88, TT but won't bet them by himself. C/f is a bit weak. You lose the same against Ax with b/f as with c/c. It's unlikely to get bluffraised from him on this scary river.

i like bet fold as well as this guy does neither bluffbet frequently nor he does basically bluffraise with a busted draw but as taavi said, he could be calling with a few weaker hands. knowing that he's never gonna bluff with a worse hand c/f becomes the best play as most of his hands have you beat now and you can just valuebet against 77 88 TT but you loose now against A9 AT AQ and AK.
